Jason Halligan is a leader in FBT Gibbons’ national Public-Private Partnership (P3) practice and serves as a trusted advisor to state and local governments, universities, developers, investors, and infrastructure teams on complex public infrastructure projects. His practice focuses on public-private partnerships, alternative project delivery, government procurement, economic development, public finance, and strategic infrastructure development.
Jason advises clients on projects spanning the transportation, utility, higher education, civic, and social infrastructure sectors. He routinely assists clients with project development and procurement strategy, complex negotiations, contract structuring, funding and financing matters, risk allocation, regulatory compliance, intergovernmental engagement, and dispute resolution. His experience includes helping clients develop innovative procurement, contracting, financing, and governance solutions that balance legal requirements with project objectives and political realities.
Known for his practical, solutions-oriented approach, Jason is frequently called upon to assist with high-profile, politically sensitive, and first-of-their-kind initiatives where legal, financial, operational, and stakeholder interests must be aligned to achieve a successful outcome. Clients turn to him when the path forward is uncertain, the project is highly visible, or conventional approaches are unlikely to succeed. Drawing upon extensive experience in negotiation and consensus-building, he helps clients navigate competing interests and develop practical solutions to complex challenges. He works closely with project teams to transform ambitious ideas into executable plans and successful outcomes.
As part of the firm’s national P3 practice, Jason has advised on complex infrastructure projects across multiple states, including transportation, utility, civic, and higher education initiatives. His work includes advising on Kentucky’s first local government P3 project, Kentucky’s first DBOM social infrastructure project, major university concession transactions, large-scale civic developments, transportation megaprojects utilizing alternative delivery models, innovative energy infrastructure initiatives, major airport planning and development initiatives, and other complex public infrastructure procurements and public-private partnerships.
Jason’s approach to client service has been shaped by more than two decades of military leadership. As a Colonel in the U.S. Army Reserve, he has led organizations ranging from small teams to formations of hundreds of personnel operating in complex and uncertain environments. The leadership, strategic planning, stakeholder engagement, and mission-focused execution skills developed throughout his military service continue to inform his work advising clients on challenging projects and organizational priorities.
Jason helps clients move from concept to execution by developing practical strategies to address legal, financial, operational, and political challenges. Whether advising on a major P3, procurement, public finance initiative, or other complex government project, he focuses on delivering lasting value for organizations and the communities they serve.
