Matthew Sinkman to Speak on CLE Panel Examining New York’s Newly Updated Part 375 Environmental Regulations

February 19, 2026 12:00 pm EST Online Only

New York State has officially adopted significant updates to 6 NYCRR Part 375, the core regulatory framework governing investigation and cleanup of contaminated sites across the state. These changes affect nearly every stage of environmental due diligence and remediation—especially for New York City’s high‑volume brownfield and redevelopment projects.

Join us for a continuing legal education (CLE) webinar from 12:00 PM – 1:00 PM that breaks down the new rules, highlights the most important changes, and provides practical guidance for attorneys, developers, environmental consultants, and other brownfield stakeholders. This webinar will be free for members of the New York City Brownfield PartnershipRegistration details to follow.

Panelists:

Matthew J. Sinkman from FBT Gibbons, Victoria D. Whelan from GZA GeoEnvironmental, Inc.; and George C.D. Duke and R. Taylor Speed, both from Fox Rothschild LLP

We will cover:

  • What Part 375 regulates and how it shapes brownfield cleanups
  • Key revisions in the newly adopted regulations—including new soil, groundwater, and vapor standards and explicit requirements for emerging contaminants such as PFAS
  • New expectations for investigation, sampling, and remedy design
  • Strengthened requirements for engineering controls, institutional controls, and long‑term Site Management Plans
  • Impacts on NYC projects, including vapor mitigation, fill management, and coordination with NYC OER
  • Action steps for recalibrating scopes, budgets, timelines, and long‑term obligations under the updated rules

Who Should Attend:

Attorneys, environmental consultants, developers, planners, lenders, insurers, municipalities, and members of the NYC Brownfield Partnership or other brownfield coalitions.
