Martina advises governmental entities, nonprofit organizations, housing authorities and financing participants on a wide range of bond and public‑sector financing matters. Her experience includes representing clients as bond counsel, borrower’s counsel, disclosure counsel, underwriter’s counsel and trustee’s counsel in transactions involving general obligation bonds, revenue bonds, tax increment financings, private placements, lease transactions, and letters of credit. She focuses her practice on affordable housing, higher education and school districts, utility districts, and tax increment reinvestment zones.
Martina regularly assists clients with the formation and administration of public‑private partnerships and advises on tax and securities law compliance related to public financings. She also provides general counsel services to governmental and nonprofit clients, counseling on corporate governance, legislative and regulatory compliance, and policy development and implementation.
Prior to joining the firm, Martina served as in‑house counsel to a statewide office holder and a private university, experience that informs her practical, institution‑focused approach to advising public and nonprofit clients. She previously practiced public finance law in San Antonio and Colorado.
Martina has worked on public finance matters for municipalities, school districts, higher education institutions, and public utilities across a broad range of financing sizes and structures.
