Ruggio brings extensive experience in healthcare litigation, regulatory compliance, and white-collar investigations, bolstering the firm’s national healthcare platform in key markets across the U.S.

Ruggio joins FBT Gibbons from Taylor Duma, where he led a healthcare litigation practice representing clients in a broad array of enforcement, regulatory, and compliance matters. His work spans healthcare fraud and abuse, False Claims Act litigation, antitrust issues, Stark and Anti-Kickback compliance, HIPAA (Health Insurance Portability and Accountability Act), reimbursement disputes, medical necessity challenges, pharmaceutical pricing matters, and e-health cases. He has also represented clients in federal investigations involving the Federal Trade Commission (FTC), Food and Drug Administration (FDA), Department of Justice (DOJ), Drug Enforcement Administration (DEA), and Centers for Medicare & Medicaid Services (CMS), as well as in white-collar and Foreign Corrupt Practices Act (FCPA) matters.
